    Job Description

    Colby Community College (CCC) is seeking a qualified full-time Director of Security to preserve the peace, provide general police services and enforce municipal, county, state, and federal laws, as well as the rules and regulations of CCC. The Director of Security helps establish a uniform police presence on campus and is responsible for campus law enforcement to ensure the protection of college personnel, students, property, and equipment. The Director of Security is required to work in all weather conditions, as well as varying hours and shifts both days and nights with periodic rotations and changes in work schedules, including being available for call back duty as required. The Director of Security encounters emergencies, as well as dangerous, potentially hazardous situations and materials, therefore this position must be proficient in the high liability skills as defined by the Kansas Law Enforcement Training Center.

    The role of the Director of Security is to be the first responder for all campus emergencies. The officer notifies the Emergency Response Team and other appropriate personnel accordingly. They will also contact the appropriate emergency agencies depending on situations and will assist the emergency agencies when they arrive on campus.

    The Director of Security reports to the Dean of Student Affairs.

    Responsibilities and Duties:

    • Prepare and preserve evidence in accordance with directives to maintain chain of custody; provide assistance to other law enforcement agencies as per mutual aid agreements;

    • Maintain strict confidentiality and privacy according to college rule and the law.
    • Serve on both the Emergency Response Team and Crisis Management Committee.

    Experience:

    You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade- level in federal service.     EMERGENCY SERVICES RESOURCE COORDINATOR

    The Mid-America Regional Council seeks an experienced individual to support its emergency services homeland security and emergency preparedness work focused on resource management. This position serves four counties in Kansas (Wyandotte, Johnson, Leavenworth and Miami); and nine counties in Missouri (Platte, Clay, Ray, Jackson, Cass, Carroll, Lafayette, Saline, Johnson, Pettis, Bates, Henry and Benton). This full-time position is part of MARC’s emergency services staff, which includes a director, two program managers, four planners, a training coordinator, resource coordinator and a program assistant.

    This professional position will support the resource management and financial operations of the emergency services and homeland security program. MARC administers a number of federal and state grants on behalf of the Kansas City region and is responsible for the purchase, transfer of ownership and tracking of resources purchased with grant funds over multiple years. This position includes responsibility for working with local officials to define specifications for resource needs; implementing a standard process for inventory control for assets purchased with regional emergency services funds; coordinating the identification and tracking of physical and personnel assets to support maintenance of the Regional Resource Annex and the readiness for resources to be mobilized; developing technical documents and analytic reports; supporting exercises and grant administration; placing orders for equipment and other resources in accordance with MARC’s procurement policy for homeland security purchases and all applicable grant guidelines; assisting with budget management and reporting for grants and projects; issuing Transfer of Equipment agreements and subawards to local agencies; arranging travel arrangements and documenting travel expenses, and support of committee work.

    What you’ll do:
    The resource coordinator will work with program staff within the organization, local agency officials who have expertise on equipment and operational needs, and vendors on the procurement of products and services. Essential functions of this position are described below. Additional duties may also be assigned.

    Technical Planning and Resource Management:

    • Execute inventory control processes. Maintain a resource management database, including drafting updates to existing protocols; entering, categorizing (e.g., NIMS typing) and tracking of assets acquired with federal funds; working with local agencies to conduct periodic inventories; analyzing information and preparing reports.
    • Provide purchasing and inventory analysis, including forecasting when assets expire, for project contacts as requested.
    • Provide off-site technical support and training to local agencies on use of regional on-line resources.
    • Work with the fiscal administrator to maintain necessary agency contact information for communications and operational readiness.
    • In conjunction with other MARC staff and stakeholders, gather information to maintain and draft updates to the Regional Resource Annex.
    • Receive, file and produce reports on the presence of hazardous materials in use and/or storage in the region (Tier 2 reports). Receive, complete and maintain incident reports on behalf of the Local Emergency Planning Committee (LEPC).
    • In conjunction with local agencies, assist with the asset disposition process.
    • Provide committee support as needed. Conduct research and analysis, prepare meeting materials to support committee deliberations and, upon request, attend meetings and draft meeting summaries.

    Training and Exercise:

    • Provide logistics and other support to regional emergency services exercises conducted to test regional systems and plans.
    • Help to coordinate the scheduling, logistics, execution and tracking of training.

    Grant Administration:

    • Maintain knowledge of and ensure compliance with grant guidance and requirements and MARC policies to ensure good stewardship of funds.
    • Develop and maintain a working knowledge of projects and budgets under all emergency services grants and programs, with an emphasis on equipment purchases and contracts.
    • Work with project contacts, including MARC staff and local officials, to finalize equipment lists and specifications for equipment to be purchased. Ensure grant compliance and adherence to MARC purchasing policy; prepare bid documents (including development and execution of requests for proposals, requests for qualifications and/or purchase orders.
    • Generate Sub-Award Agreements and/or Transfer of Equipment agreements for purchases in accordance with grant guidelines. Distribute and monitor for timely return; follow up as needed.
    • Manage vendor relationships concerning procuring, pricing, purchases and payments.
    • Assist in monitoring project budgets, budget projections and planning for grant closures.
    • Monitor timely and accurate delivery and invoice processing.
    • Use state online grants management systems, as applicable. Draft grant budget modifications and investment justifications as needed.
    • Process purchase order receiving and accounts payable transactions in MARC’s financial management system (GP) for payment of expenditures.
