We are looking for a Homeland Security Specialist to develop programs intended to address homeland security priorities as defined by the five mission areas; prevention, protection, mitigation, response and recovery. Programs include counterterrorism, critical infrastructure protection, school safety, Emergency Support Function 13 and the homeland security information network. The Homeland Security Specialist will work with a team of law enforcement and emergency personnel from across the state to fulfill this role. Additionally, the Homeland Security Specialist will assist in the management of homeland security grants. This is a unique opportunity to have an impact on our state!

Job Description:

  • This position will focus on planning, developing, implementing, coordinating, and evaluating various homeland security regional and statewide programs.
  • Prepares, maintains and submits program progress, status, and statistical assessments.
  • Reviews and/or revises program activities and associated documents to ensure compliance with laws,

regulations, policies, plans and procedures as needed.

  • Researches, reviews, recommends, and prepares requests for proposals, bid specifications, project-related contracts for program needs and coordinates work with various associated points of contacts.
  • Assists the State Emergency Management Agency in support of Emergency Support Function 13.
  • Reviews grant applications and participates in the rating and eligibility determination process.
  • Monitors and tracks the progress of grant projects by maintaining regular contact with program administrators and maintain progress logs, status reports, and compliance records.
  • Conducts on-site performance audits to evaluate progress of projects and review grant files and contractual documents.

Knowledge, Skills, and Abilities:

  • General knowledge of the principles, practices, and objectives of local, regional, and state planning.
  • Knowledge of public safety compliance programs and their objectives, rules, and regulations.
  • Ability to plan and organize work activities to achieve program goals.
  • Strong communication skills.
  • Ability to travel.

Qualifications:

Bachelor’s degree with related coursework and four or more years’ experience as licensed peace officer preferred. Relevant education and experience may substitute for deficiencies.
