Summary of Responsibilities

  • Wichita State University’s National Institute of Aviation Research (NIAR) is seeking a dynamic, highly motivated, and well-organized individual with prior experience administering US government security policies and procedures to serve as Facility Security Officer (FSO). The FSO manages, administers, and coordinates the Department of Defense (DoD) or other agency security programs and other security activities to ensure compliance with government security policies and procedures, including, but not limited to the National Industrial Security Program Operating Manual (NISPOM), Risk Management Framework (RMF), and Intelligence Community Directive (ICD 503). The FSO will supervise and direct security measures within affected facilities and assist personnel with obtaining and maintaining necessary security clearances. The FSO plays a critical role in safeguarding classified information; implementing security education, training, and awareness programs; managing threat awareness and counterintelligence; conducting security vulnerability assessments; and maintaining cybersecurity and facility awareness and preparedness.

Minimum Education

  • Bachelor’s degree in Industrial, Personnel and Physical Security, or related field, required.
  • Verifiable equivalent combination of education and experience may be considered in lieu of a degree.

Minimum Experience

  • Three (3) years’ experience in implementing and coordinating an FSO program management for an NISP-compliant environment or in a position with similar responsibilities.
  • Three (3) years hands-on experience performing FSO functions for a safeguarding facility with knowledge of NISPOM procedures; Joint Personnel Adjudication System (JPAS), Electronic Questionnaires for Investigations Processing (e-QIP), and e-FCL systems; government classified contract process; SCI, SAP and COMSEC programs; and SF-86, DD-254, DD-441 and SF-328 processes.
  • Demonstrated working knowledge of the DoD and Intelligence Community (IC) agencies security clearance requirements.
  • Experience in performing functions of the ISSM role.

US Export Compliance Requirement

  • This position requires access to EAR or ITAR controlled technologies. Applicants are required to be eligible for employment under U.S. export control laws and must meet the requirement of being a ”U.S. Citizen” as defined by 22 C.F.R. 120.15. Information will need to be collected in this regard, but will only be used to ensure compliance with U.S. export control laws.   • Knowledge of federal, state, and local laws regarding facility security.

Required Licenses, Certificates & Registrations

  • Completion of DSS FSO Certification within the first year of employment.
  • Top Secret/SCI Personnel Security Clearance, or the ability to obtain such clearance within 90 days of hire.
  • Valid, non-revoked transportation worker identification credential

  • Past or current Information Systems Security Manager/ISSO experience
  • Familiarity with Export Administration Regulations under the Bureau of Industry and Security (BIS) in the U.S. Department of Commerce, International Traffic in Arms Regulation (ITAR) under the Directorate of Defense Trade Controls (DDTC) in the U.S. Department of State, and Office of Foreign Assets Control (OFAC) regulations under the U.S. Department of Treasury.
