Overview
This presentation will focus on the history and mission of fusion centers throughout the United States. With 80 fusion centers located throughout the country, they are local or state owned and operated entities that serve as state and major urban area focal points for the receipt, analysis, gathering and sharing of threat-related information between State, Local, Tribal and Territorial (SLTT), federal, and private sector partners. As a DHS-recognized fusion center, the KCRFC’s area of responsibility covers five counties in Missouri and four counties in Kansas, all located in the Kansas City metropolitan area. This overview will additionally focus on the day-to-day operations of the KCRFC as its personnel focuses their efforts on combating international terrorism and domestic terrorism, enhancing cybersecurity, protecting critical infrastructure and key resources, and mitigating threats of school and workplace violence as well as any others that could involve mass casualties.

Michael Satter, CPP, NRP

Michael Satter is a sergeant with the Kansas City, Missouri Police Department (KCPD) and has been assigned as the deputy director of the Kansas City Regional Fusion Center (KCRFC) since September of 2016. Michael’s current assignment includes serving as a Homeland Security Information Network - Intelligence (HSIN-Intel) Coordinator, as a Department of Homeland Security (DHS) Security Liaison, as a co-chair of the National Fusion Center Association (NFCA) Private Sector Engagement Committee, and as a Central Region Representative on the Executive Board of the NFCA.
Michael is a graduate of the University of Central Missouri with a major in Criminal Justice and a minor in Spanish. Prior to beginning his law enforcement career, he worked as a fire fighter/paramedic in both rural and metropolitan settings while working for several fire departments and emergency medical services (EMS) agencies on a full-time, part-time, and volunteer basis. Michael’s law enforcement career began in 1998 and includes service with four law enforcement agencies. He served as a police officer in the state of Kansas for both the Overland Park Police Department and the Lenexa Police Department and served as a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in the St. Louis Field Office. Michael has been with the KCPD for the past 17 years. His assignments there include that of patrol officer, field training officer, and sergeant in the Metro Patrol Division and Shoal Creek Patrol Division. In addition, he was assigned as a detective in the Assault Squad and Homicide Unit within the Violent Crimes Division. Throughout his law enforcement career, he has maintained his national paramedic certification and state EMS licensure and is currently a member of the Pleasant Valley, Missouri Fire Department serving as a volunteer fire fighter/paramedic. Additionally, Michael has recently obtained certification through ASIS International as a certified protection professional (CPP). He is currently also a member of the Missouri and Kansas Domestic Terrorism Working Groups, the Missouri Biosecurity Working Group, the Kansas City Area Maritime Security Committee, the Mid-America Regional Council’s Regional Homeland Security Coordinating Committee, the Missouri Peace Officers Association, the Fire Fighters Association of Missouri, the National Association of Emergency Medical Technicians, Fraternal Order of Police Lodge #99, the Multi-State Information Sharing and Analysis Center, and ASIS International.
